In Cargo Systems Messaging Service (CSMS) # 66599946, U.S. Customs and Border Protection (CBP) announced that, effective December 15, 2025, importers making payments via Periodic Monthly Statement (PMS) must pay all supplemental duty bills - resulting from underpayment of estimated duties, taxes, and fees - electronically.
Payments can be made via ACH Debit by establishing a Pay.gov account and processing electronically. To make payment by ACH Credit, the importer will need to contact CBP directly at [email protected] for specific instructions.
The Federal Register Notice emphasizes that failure to comply with this operational change to electronic payment can result in suspension from the PMS program.
