Effective July 8, 2026, the Consumer Product Safety Commission (CPSC) will require mandatory electronic filing (eFiling) in ACE at the time of customs entry.  For consumer products imported into a foreign trade zone (FTZ), this requirement will take effect on January 8, 2027.

On January 27, 2026, CPSC published a list of approximately 600 HTS codes that will be flagged in ACE and issued guidance related to eFiling requirements:

On February 27, 2026, CPSC released additional guidance outlining product safety rules, citations, and testing exclusions including instructions related to disclaim scenarios.

CPSC also recently hosted a webinar, "eFiling Is 6 Months Away", which provides an overview of the upcoming requirements and best practices for industry stakeholders.

Importers will be required to submit data elements contained in Children’s Product Certificates (CPCs) or General Certificates of Conformity (GCCs) for many products, depending on applicable agency rules. To determine specific requirements for your products, you may use CPSC’s Regulatory Robot tool or search the Regulated Product Database, both of which can guide you through compliance obligations.  Register and start building your CPSC Product Registry to ensure you are prepared for the upcoming eFiling requirements.
