On November 13, 2025, the White House issued an Executive Order exempting certain agricultural products from reciprocal tariffs, effective immediately. U.S. Customs and Border Protection (CBP) will process refunds for entries made on or after November 13, 2025, at 12:01 a.m. EST.
CBP confirmed in CSMS # 66814923 this action affects “237 agricultural HTSUS classifications, and eleven additional categories of agricultural products”. Annex II of Executive Order 14257 was amended and now identifies the products to which the reciprocal tariffs do not apply. You can view Annex II here.
